David “Chip” Hallmark

Chip started his career in the Elevator Industry in 1987 as an Elevator Constructor Helper with Montgomery Elevator Company. He completed the NEIEP Program and passed the Mechanics Exam in January 1993 and successfully completed the QEITF Program obtaining his QEI License in 2014.
During his tenure in the field, he worked in every facet of the trade; construction, repair, modernization and service. He also worked as an adjustor for Kone and Otis.
Chip has served on the Local Executive Board at Local #24 since 1992 and held the positions of Treasurer and President. He was an elected delegate to the International Union of Elevator Constructors National Conventions in 1996, 2001, 2006,2011 and 2016. Chip was elected Business Manager for Local #24 and he served for over 4-years. During this time, he was also a Delegate to the Central Alabama Building Trades and served as Chairman and Co-Chairman of the Local JAC. Chip is also a certified NEIEP Instructor, and OSHA Outreach Trainer. He was appointed to the Alabama State Elevator Safety Review Board by the Governor of Alabama.
Chip joined the EIWPF Staff as a National Coordinator in January 2015. He has worked on IAP, MIAP and RLP Grant Programs at EIWPF. He currently works with the OSHA, TEAM and CAMP Grant Programs.
He has been married to his wife Wendy since 1983.They have three married sons. Two of their three sons are IUEC Elevator Constructor Mechanics. They also have five grandchildren. Chip is very active in his church and community and he is an avid sports fan.
